Description:
Arria 10 design with "Periphery to Core Placement and Routing
Optimization" setting enabled may encounter an IE following periphery
placement operations (Internal Error: Sub-system: PTI, File:
/quartus/tsm/pti/pti_delay_annotator.cpp, Line: 1444, possibly other
similar errors)

This patch fixes the issue and avoids the Internal Error.

Caution - You must either have previously installed the
          Quartus Prime 20.2 software or must
          install the Quartus Prime 20.2 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus Prime
          software will not run properly.
