Problem: For PLL Reconfig IP, waitrequest was not asserted during read
	 transfers.

Solution: Modify the IP to assert signal on reads until data is available.

Caution - You must either have previously installed the
          Quartus II 12.0 SP2 DP9 software or must
          install the Quartus II 12.0 SP2 DP9 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus II
          software will not run properly.
