This patch provides a solution to allow customer to perform boundary
scan test / EXTEST on AV and CV devices.

Note: This patch needs the following INI variable(s) to be able to work:

      asmio_reproduce_glitch_before_usermode=on

      Please put the INI variable statement(s) in quartus.ini, and put
      quartus.ini into your project directory. 

Caution - You must either have previously installed the
          Quartus II 13.1a10 software or must
          install the Quartus II 13.1a10 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus II
          software will not run properly.
